Can't complete Hunter Quest due to lack of Saw

Have the same issue.  Looked everywhere and either I’m missing him or he’s not in any node, battle, or event including legendary.  Last time I think I saw him was somewhere in conquest.  It should not be random luck.  Where’s he hiding?
