Stuttering when moving mouse.

I've recently changed from an intel MacBook Pro with windows 10 to a HP gaming laptop. The Macbook played the game fine, but now that I have a my new computer moving the mouse makes the game stutter. The whole game can grind to a halt if i rapidly move my mouse pointer around. It doesn't matter if I use the trackpad or an actual mouse.

I should add that i've noticed that moving the mouse doesn't cause lag if you move the camera. So if I hold the right mouse button while the game is running the stuttering doesn't happen. Another thing i've noticed is that the mouse cursor flickers while playing. I did a clean install of Windows 11 and installed the game first thing, and the issue is still there.

I conclusion, whenever I move the mouse cursor in game the game stutters and the cursor itself flickers.

I've been doing some research and other people have reported similar issues in other games, their culprits are everything from background programs/apps to mouse polling rates. I've tried it all.
