Does CC automatically get added to my game if it's a part of a lot/sim I download?

I am very fussy about managing my CC, and I have avoided downloading sims/lots that contain it for this exact reason.

I would prefer to just get everything that the base game and its official packs provide by themselves and nothing extra, but I'm guessing that any possible CC comes along? Is there any way of avoiding this, or separating the CC from the "skeleton", if that makes sense? Seeing what comes with and then removing it?
