This sounds like you may be missing some entitlements for these expansions on your account- this isn't something we can look over here on the forums, but the live support team can review this with you further and see what's going on.
Please reach out to live support from the help site here https://go.ea.com/HowToEAHelp and have the team check the entitlements on your account for these packs- I'd also recommend that you attach this AHQ conversation when you contact in so the team has something further to reference. If you run into any issues contacting live support, you can let me know!
If the game thinks I need to buy them, I can't do that either. No option to buy, even if I wanted to. Below for example....
I submitted a ticket. I will get back with a result as soon as they respond.....

EA support has been extremely unhelpful. I am so frustrated with them. They are not willing to look into my issue and keep putting me in email loops "Still Need Help" and then sending me how to FAQ that do not address the entitlement issue.
Could you please help me out?

Please clear the cache for the EA app and check your account again now- let me know if you're still not able to download and access these packs.
I've been kinda having this issue. Clearing cache has helped me install some of my expansions. I've still got half of them that need installing but they keep erroring out after 1 or 2 installs. I think if I wait a day or two and try again I'll eventually get the rest of the expansions installed. I only have 1 stuff pack (High-end loft), which installed the same way as my expansions.
But, none of the worlds I had bought, like Barnacle Bay and Dragon Valley, have a way for me to download and install. They're just marked as In-game content.

What specific error are you receiving when you try to install those packs?
As for your Worlds, have you tried installing those from TheSims3.com? You should see an option to install those from your purchase history there.
It doesn't give any technical details in the error, just that the download/install failed.
For the maps, I did download them from thesims3.com when I couldn't find them in the ea app, but if I try to install from the game launcher it says there are no packages to install. It shows in the Downloads but not in the Installed Content, and it doesn't show up when I launch the game and look through my available maps.

I went into the app and cleared the cache and it still did not resolve the issue. Still no option to download them. They don't appear in the Sims 3 Launcher either.
@ZhaoYiLi I can't help with the EA App downloading issue, but for the Store content, the "no packages to install" error has a known workaround:
