PCB82 Do the sims use the outdoor shower? And when they don't use the indoor showers, what are they doing instead? Are they guests in your sims' home? Showering (indoors) is considered inappropriate behavior for a guest—try telling your sim to use a shower when visiting another lot.
The game should reset inactive sims' needs when they're off-camera and not being simulated, at least after a while, so how big of a problem is this? I understand it's not ideal, but you can always send sims home, manually or with the resetsim cheat. You can also max their motives if you want.
But if you're looking for them to consistently take care of this themselves, as guests, then the outdoor shower might be your only option. You could put it inside though and just pretend the house has one of those large walk-in showers that would take up a 2x2 space, sectioned off with glass walls or something.
