I left this on a different thread that asked for cars: While I do not care if cars appear in this iteration, they have stated the reason why it wasn't, was based on how cars were not really utilized in Sims 3 (more sims took public transportation or taxis according to their analytics).
As for the other suggestions, new clothing, accessory, and hairstyles are always being dropped in-game. Many are just tied to different packs.
With the University EP, you can already get advantages such as higher starting pay and/or starting at a higher career level. So although, the careers do not require degrees, that is how it currently works.
