Achievements Constantly Repopping For No Reason

First off I want to say that I am unsure whether achievements are per household or per save. I would hope they were per EA account since saves can be corrupted and lost. Anyhow, I am playing on PC with fresh game installation,  no mods or cc.  Achievements that have already been earned in other households keep popping up in groups for achievements that were already earned and also at inappropriate times when the achievement has nothing to do with what my sims are doing. It seems random when they will pop up but it is consistent across the households in this save. It also happens in new saves in which I only have one household. 

As you can see my sims are all in bed when the All Nighter achievement popped. This was already earned in another household in same save.

"What Would It Be Like" achievement already earned in a different household and this is the second time it has popped up for this current household.

My sims were chatting in their bathroom when Host With the Most popped up. They have not held any social events at all. 

Introvert Achievement popped and I had my sim out introducing her to other sims for the Friend of the World aspiration. 

Rosebud Achievement had popped earlier when I was in another house hold that started their household with 3 million simoleons and that was not a new household. Then it pops again while I was playing this current household who, as you can see, only have 27K simoleons. 

"Just Getting Started" achievement popped up and I have way more than 5 hours in the current household and probably at least 1000 hours in the game save.
