Adults not able to teach toddler's skills

I'm having this glitch where you can't teach the toddler a skill. Such as talking or flashcards. And it won't let me tell a story. It happened at the baby stage where I also could not read to them. The adult pulls the book out and just stands there. Also, when caring for the baby it would often just reset whatever task I set and not do it. I'd have to attempt multiple times or make my Sims walk around before trying again. 

Update* I got another sim to teach the talking skill. Not sure why it glitches sometimes and not others.
