Build mode deleting items

When I go into building, everytime I try to place an item on a surface it disappears! With no mods and with mods! Brand new save to!!! I dont have any of the 3 new EPs: Business & Hobbies, Enchanted by nature, or Adventure Awaits. So I guess the issue is with the base game! This stuff is sooo annoying! It started with trying to build a bathroom the tubs & showers kept disappearing, then it was most the bathroom clutter (from all packs).
