Steps: How can we find the bug ourselves? Have a Sim visit a lot that has neighbors
What happens when the bug occurs? The neighbors always spawn outside in the front of the lot.
What do you expect to see? The neighbors to be inside the house when I visit the lot.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
This was occurring before the June 3rd patch.

Hello.
If the lot has been loaded for the first time, it's by design that the NPC's on that lot spawn on the sidewalk.
