So I have 2 accounts, and the one has EA Play (which has a discount for some expansion packs), but I play mainly on the other acc. If i buy the expansion pack with the EA Play acc, will i be able to use it with my other acc if the account that bought the pack is on the console?

@FireDemon489 Packs are not transferrable between one account and another. Sometimes you can merge two accounts, but not always. Packs also do not transfer between PC/Mac and console, even on the same account.
What you might be able to do is gift the packs from your EA Play account to the other one. Again, you need to buy it for the correct platform, and I don't think you can gift the console versions of packs from an Origin account.
The other option is to buy one month of EA Play for $5 on the account where you play Sims 4, then buy the packs you want at the discounted price.
