Can no longer "Accuse of being a time traveler" - Stuck at .0/1

So here's a fun one. In the "Blast from the Past" event I can no longer "Accuse of being a time traveler" effectively locking me out of finishing week one.

How it happened: I made the mistake of creating a new sim so I wouldn't ruin existing relationships by going around screaming in other sims' faces. I finished 2 of 3, and my UI went wonky. I was afraid to save and get locked into the glitch, so I exited without saving. This is where I went wrong because now, no matter what I do, I can no longer use the Accuse of being a Time Traveler interaction.

More details: My in-game quest is actually stuck at Accuse 0/1 instead of the previous 2/3. I've searched through every pie menu, attempted on newly generated townies in multiple worlds  as well as known sims on my original save file and on the save file for the sim that's already met Emet.

I've tried removing all my mods, deleted the cache multiple times, I even replaced my entire The Sims 4 folder and started a brand new game. This forced the redownload of the Sims Delivery Express content/event, but it's still stuck at 0/1 without the interaction ever showing up.

I'm at a complete loss at this point.
