Can't Create/Edit Sims in CAS

I've tried repairing game files, clearing the cache, I have zero custom content/mods enabled, yet I cannot edit sims or create at all. When you normally click on an outfit and the menu pops up with options, I get none of that -- only the option to rotate the sim.
