Which career are you having this issue with?
Also,if you use mods/cc,try moving the whole mods folder to another place, delete the localthumbcache.package and then test to see if the issue remains without mods/cc there.
It seems to be random ones so I am just going to have to go through them. I use curse forge for my mods so I have been through and deleted any that weren't compatible etc. I'm not having problems completing aspirations though which is annoying.
