Cooking options Greyed out, lights not working

Do you have the Eco Living pack? There is a Power Conservation NAP that turns electricity off for a period of time and you can't cook on an oven then. 

If you have the Lovestruck pack, I think there is a prank the Landgraabs pull if you don't do the "meet me at the hotel" thing. I can't remember if they cut your power or just cut off your access to the Cupid app. It's been a while.
