I just tested this in my own game. This is what I found.
Chairs will not connect to the Experimental Aluminum Slate or the Careful Tinkering Table, which are both from the Strangerville game pack. These are not really desks, even though they are in the desk category. If you're trying to use either of these two, they are the problem. I don't have all the packs, so there might be other "desks" that also don't work.
Desk Chairs and most Dining Chairs should connect to all of the other desks. As far as chairs, all the desk chairs I could try connected. I don't have any of the career rewards unlocked in my current save, so there were 8 desk chairs that I didn't check. Most of the dining chairs I tried also connected, including two high chairs, which surprised me. The booths and corner booths, from the Dine Out stuff pack and the Journey to Batuu game pack, were the only dining chairs I tried that didn't connect.

My feeling is that the OP could test their own both in that game and a new one.
I have all packs, for which I paid easily over 900€ throughout the years, so I'm generally disinclined to work for free. I mean, I paid for the game, and it wasn't cheap.
It's a failing of my generation and all generations who came before me. We feel that our lives have value. Work = time taken from our lives.
Therefore, I was only giving tips. I have had things on the desk block my ability to put a chair there or use the desk. The bb.moveobjects is a great thing, but can cause this sort of conflict. I am very willing to give the benefit of my experience, but bug testing is the job of a paid beta-tester. I used to be one from 1999-2006. I got paid to document every single click I made while testing a game, because bugs can be the result of a chain of commands.
