[DHD] Unable to toggle full room wallpaper when playing as interior designer

As described above, using "shift" or selecting to apply wallpaper "by room" does not work. The only way to apply wallpaper as an interior designer is to do it piece by piece. 

 

Holding shift while hovering over a piece of wall with wallpaper only displays one piece of wallpaper, and clicking on the wall while holding shift results in an orange error stating, "You cannot make changes on any existing structure. Add them to a new room off the existing structure."

Selecting "by room" instead of "by wall" results in the same error code when you click on a wallpaper, and then click on a wall. 

I do not play using mods at all, and the game has been repaired.
