Dine out- rehire employees everytime i play

For rent, horse ranch, cottage living, discovery university, island living, get to work, werewolves, realm of magic, stranger Ville, jungle adventure, dine out, paranormal, nifty knitting, back yard, romantic garden, movie hangout, luxury party..
Steps: How can we find the bug ourselves? After I buy a restaurant, I hire my employees and work with them to increase their skills and then i save it and exit the game. I go back to my restaurant and i have to hire all new employees.
What happens when the bug occurs? I have no employees.
What do you expect to see? When I go into my restaurant the employees i hired are still employed and i don't have to start over every time I play.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? No
It is so frustrating after putting time and effort into upgrading my employee sims skills and then have to start over every time i want to play. it makes me want to get a refund.
