I think it's meant to make them grow bigger but honestly the biggest impact I've seen on those crops is my Sim's gardening skill, rather than fertilizer, help from wild animals, or the encourage crop growth option.

If you get the super growth fertilizer you will see a huge gain. Available as a reward by running errands or occasionally as gift from Birds/Rabbits. For the normal fertilizers remember to fertilize each day for best results.

That said, I haven't tried it with my lower-skilled sims so it's possible it would work for them.
