Freelance Option Missing

I made a new single sim household and registered him with the ministry of labor. When I click on any computer, the freelance option does not show up. At all. I've tried other households and registered them as well to test but again, no freelance bubble. I checked out different save files where I have sims already working freelance, and I am able to see the freelance bubble when I go on the computer for them. This makes me believe this is recent in my game, or at least I never noticed when it started. Is anyone else experiencing this? Did this happen after the double Eco Lifestyle patch? I've looked everywhere but I haven't found anyone with my problem. Any tips? I do not have any mods in my game. I only have CC.
