Consult on a Global Policy
Some reason consult on a global policy isnt poping up in the phone location my sim has Conservation Regulator I have no mods.

From what I'm seeing in Carl Sim's guide on the career ( https://www.carls-sims-4-guide.com/careers/islandliving/conservationist/ ), you don't get the ability to consult on global policy until level 8 (it's a reward for completing level 7). Conservation Regulator is only level 7. Are you getting that as a job task?
