when I choose a Sim and her horse to travel and I can choose where they are supposed to go, I can not choose New Appaloosa. I can read what that little round symbol says about it (it’s for horses and riders etc), but the blue type of mark around the property that marks that you can go there/someone lives there, isn’t showing. So I can’t go there, but I can go to the other stable and train. 
Does it make sense?

Yes. I have done that now. When the sun and horse goes to a competition they go without me, so I’m still not getting into New Appaloosa.

You would purchase the Ranch Community Board from build/buy mode and place it on your sim's home lot.
