I can't see any neighbors or people outside of my household

I have been trying to set up some of my sims with new people but I can't see anyone besides my own household. There are no neighbors, no people outside at all. I used to have neighbors all around the areas. I used to have someone show up at the door when my sims order pizza. But everyone outside is gone now. I recently moved my sims from the Oasis Springs to the Willow Creek and when I first showed up, there were neighbors and people around but after 3 days in the game, people outside my house suddenly disappeared.

Can someone help me with this please? ☹️
