Infants forgetting milestones when another sim ages up

I am wondering if anyone else is experiencing this? It has become a trend in my game where my infant will be progressing along normally....sitting up, learning to crawl etc. But when another sim ages up somehow it seems this infant forgets all learned skills and I am forced to start over with everything.
