Is this part of the base game update?

Hey! I have this B&H EP feature where you can … switch public/residential/employees only? No clue if it works in gameplay though.

I thought this was supposed to be for the expansion pack, does anyone else have this in their game?

I have no other mistake business and hobbies features just this.
