Kid constantly breaking grounding..somehow?

Hi all, if there is someone here who can explain to me if it is a bug or am I doing something wrong 😅

So I grounded my child Sim for constantly making a mess, and it was the "no phone for a day" punishment. 

The problem is that my child Sim is constantly tense since she says "I might get caught any minute" for breaking grounding. The problem is that I do not see er at all using the phone, so I have no idea why is she tense or is the option broken. She keeps losing responsibility due to it.
