@BarbieNdahood A butler can be directed to 'Cook a Meal', 'Cook Family Meal', or 'Cook Party Meal', so you should be covered on types of meals that would be nice and would be helpful since butlers have a nice set of cooking skills (so the food should be good). Perhaps not having the butler do the 'Grand Meals' may have more to do with intent? I just checked and the sim is only required a skill level of 1 on cooking (in other words no skill) to prepare a 'grand meal', and for my sims they always seemed happy to make 'grand meals'. Perhaps it's designed to work differently than regular meals to be conducive to the fun of a holiday and sharing it with the household? I'm not sure why, though. But I can confirm what you said. I also don't see 'Grand Meal' options for the butler.
On the other comment, my understanding is that Sims 4 was intentionally not built with an 'open world' (where sims move around freely without the need of loading screens to move from lot to lot) because the 'open world' design of Sims 3 made that game nearly if not entirely unplayable for many people who's computers had a terrible time handling the load of that game - and that aspect of the game.
