Pre-mades from Tartosa never spawned when opening an old save

After the My Wedding Stories fix, I felt encouraged to finally purchase that pack. Anyway, I loaded into a save that I was playing in before I bought it, and after nearly a sim week, I randomly checked Tartosa and noticed that none of the pre-mades were living there. I checked in Manage Households; they are also not there. 

(I also put mods back in for this save, having not played with mods in a few months).

Is this a mod thing? A design thing? A pack problem? I also noticed that the pre-mades from Lovestruck and Life & Death were all still in the game, and in their homes.
