Hello. I have my testing cheats on along with my move objects cheat. The issue is when I try and move things up (control+9) it jumps to my second floor (which I haven't even touched yet) and my control+0 doesn't work at all. I am not sure what to do. The alt works to move objects freely.

First, to move objects up and down, you only need to press 9 [up] and 0 [down]. Pressing ctrl + numbers 5,6,7,8 and 9 enables a feature that captures a video camera state. For example, if you focus the camera on your lot's front door then press ctrl+5 then you only need to press 5 again to focus the camera back to the front door. So, I think it's likely that when you pressed ctrl+9, you inadvertently set a camera state.
Using the ctrl+9 combination to set a camera state, disables the move objects up feature. Therefore, you might try deleting the VideoCameraStates.ini file located in Documents / Electronic Arts / The Sims 4 / VideoCameraSates folder. If you wish to use the camera state feature with the keys 5 - 8, you can simply edit the ini file, delete the Camera State 9 text and save the file before opening the game again.
