Do you remember whether the sims you sent to the gym (and that did not get the buff) already had reached fitness level 5 or higher prior to the holiday?
Because I just looked into the game files. There is a loot "loot_SurpriseHoliday_SkillDay_SkillIUpCheck", which adds the buff to your sim, whenever they level up a skill on New Skill Day. But for most skills (one of them being the fitness skill), this loot only gets applied, when your sim reaches level 2, 3, 4 or 5, but does NOT get applied when reaching level 6-10.
New skill day is only supposed to apply for any low skills (i.e. below 5), so I'm surprised you only see that for some skills. I only ever get it to complete for low skills, and that applies for children and up.
MamaSimmerPlays re the ui not showing for new skill day, I find going into CAS or travelling usually brings it up for me (or reloading the save if I happened to quit during new skill day). It would be nice if that issue was fixed, but I try to look at the calendar to see if it's coming so I know to do that, but sometimes forget and miss!
