San Myshuno building glitch

Which language are you playing the game in? English
How often does the bug occur? Every time (100%)
What is your current game version number? 1.61.15.1020
What expansions, game packs, and stuff packs do you have installed? Everything except "Romantic Garden Stuff" and "Luxury Party Stuff."
Steps: How can we find the bug ourselves? Go to San Myshuno and it appears that every building is occupied but you can't access any of them. When try to select a building it pops up with the "info box"but it's empty and you cant' access the building.
What happens when the bug occurs? Can't get access any of the apartment buildings.
What do you expect to see? One should be able to play in the apartment buildings. Move sims in just like any other property. I don't have a single family moved into this neighborhood, so I would expect to see every lot available/occupied with a pre-loaded sim family.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
