San Myshuno map white in all saves

I updated my game a few days ago and made sure I removed all my mods. I opened it up again for the first time after updating today (mods still removed) to find that I was getting an endless loading screen when trying to load into my main save (a family who lives in San myshuno). When I used the recover save option to a family who did not live in san myshuno the game loaded fine. However, in this save that was seemingly working okay when I clicked san myshuno on the world selection screen the screen was completely white. I exited to main menu and tried a completely new save, I had the same issue, for several hours I’ve tried completely different methods, repairing the game, creating a new sims 4 folder, I scoured the forums for people with similar issues and found a few from years ago but nothing on them was helpful. The most potentially helpful thing I could find was a mod related comment, something about T.O.O.L mod needing to be updated (even though I’ve got nothing in the mods folder at the moment ) however there is not an update available yet. Or something about world selection mods, and I do use the SIMMATICALLY BETTER WORLD SELECT mod - this is meant to be compatible with the latest patch though. 

If anyone could be of any help, I would greatly appreciate it.
