Save game error 0 and can't pay/don't receive bills

I've been playing a couple of saves and on both I get one bill, I can't pay it and I never get another one after that initial one. It's nice to not get bills but it's also a part of the game...

I also seem to be having issues with the save game error 0. It seems to start up after my sims have an infant in the two saves I've played. The game saves fine up until this point and after about an in sim day of having an infant I can't save... using Save As is still working but it is very annoying to have to do this

I have tried all the fixes, going to another lot, updating mods, removing mods, (I know mods cause issues after an update) allowing anti virus to not block some files, allowing DX11, deleting cache, repairing the game... the errors consist with and without mods.

Anyone else having these two issues? It makes the game unplayable
