Can you receive grocery delivery on any lot you don't own though? I'm not sure this is a bug.

no, you cant, and thats exactly the problem. it's not that she didnt receive the delivery, its that she now cant order new deliveries *anywhere* because that delivery still shows as pending. it ought to cancel automatically when you sell the lot

@TriviaVanille16 have you tried power cycling your console? Instructions are here in the console troubleshooting steps:
When something is stuck like this, often a power cycle can help.
If not, have you tried moving your Sim out of their home just for a minute and then back again? Because that can also help if something is stuck on the lot so it might help when a service is "stuck" too.
You can also turn off Fresh Ingredients on the fridge and if you have the Simple Living lot trait remove that. So you don't need to buy ingredients for many recipes. Although it's not ideal to have to do that. It doesn't work for canning or nectar for me though.
Just a couple of suggestions anyway. I'm also a console player I'm on Xbox Series X.

yeah ive done all that, nothing helped. I did manage to get deliveries to work again after my sim moved in with her girlfriend (moved to girlfriend's lot, not the other way around), i assume because its now a different household?
As for fresh ingredients/simple living, i know i can disable those, but to me cooking has always felt weird, and using those options makes it feel more realistic. plus, cooking with fresh ingredients makes food better quality, which increases the price she can sell them at. she has no regular job, just runs the store, so the more money she can make the better.
