The mom in my game will not clean anything that has to do with the baby (wash bottles, throw diapers away, etc.). Apparently in game moms are not doing the cleaning things for baby. another simmer said they can't take the baby a bath. Hopefully this bug is known and will be fixed soon.
I don't use mods to play only build.
I play on PC.
She doesn't do anything when directed.

I just started a new family and it didn't happen. The infant grew up from baby and she resumed to take care of the toddler. I haven't played with them recently, but last time I did, I was able to play normally.
