Sim unable to interact with other sims unless in household

They can try to get autographs and stuff from famous people, they can "call over" sims. If they can not call over a sims then I can't even clock the sim. It was before this recent update. I updated thinking it would fix it but it hasn't. It started with my teen sim. I went to school with her and it started and hasn't come off no matter what world I'm in. I have all packs minus the new fries one, castle pack, and bust the dust. I play on PS5.
