it sounds like this issue: Time/Sim freezes while environment still moves | EA Forums - 11885395 but since you use mods/cc it could also be caused by those.
Would you be willing to share your save with me ?
If so, please zip your saves folder and upload it somewhere like dropbox, googledrive or OneDrive and PM me the link.
