Sims 4 Build Mode glitch

I have looked through the forums and, while there have been several issues with Build Mode after this last update, all of them seem to be different. In my case, I CAN use build mode, but i have to click on every function every single time. 

If i want to use the delete hammer, i have to click on the hammer before deleting anything - which means clicking OFF of the hammer, and then back onto it. I delete one thing, and in order to delete the next thing, i have to disable and then reenable the hammer, and so on for anything. Multiple items, I have to reenable the hammer for every single thing. 

And so on for every function. I cannot place multiple lights or windows or whatever other item that usually stays enabled for multiple placements, I have to reenable it for every individual item. So on for picking something up or whatever other function I want to use. 

Has anyone had this issue?

I do have mods enabled, but I want to see if it has a simple fix or if anyone has already determined which mod caused the glitch on their end.
