Sims 4 cc wont show up

Okay so, for a few months now I been trying to find out how to fix my CC problem in TS4. The boxes in game options are enabled. But when I go into CAS I only have the option to select "purchased"  and "unlockable" And, there should be a box that should say "Custom Content" but it is gone completely. I even reinstalled the game multiple times and tried many things and nothing happened. Now my CAS only says "Purchased" for content. Please help!  Edit: basically the custom content isn't showing up and the filter for custom content is gone.

    @iheartanimaljam8 Is it possible that your game is using a different Mods folder than the one you've been adding the .package files to?

    Sometimes, especially after an update, the game will decide to start using a different user folder located on a cloud drive (i.e. OneDrive). If your game is using a Mods folder on the cloud it will not see any ,package files you have been adding in your Documents/Sims 4 Mods folder.     Still didn't work. plus every time I went to look at the photos they are in a different language so I can't understand that. I don't think I did anything wrong. Plus there isn't anything in my Onedrive folder. I don't know if there is anything in my game that has to do with the CC filter in CAS that doesn't make CC show up also. I don't know if I should download legacy edition to see if that fixes the problem or not but I guarantee that probably doesn't have to do with anything.

    @iheartanimaljam8 The easiest way to find the file path for your user folder is to look in your Game Options / Screen Captures tab. If you look in the window where it says "Location Path" that is where your game is looking for your Sims 4 folders, i.e. Saves, Tray, Mods, etc. Here is what mine looks like:

    Would you be willing to attach a screen capture of the file path to your Mods folder? It should look something like this:

    Documents > Electronic Arts > The Sims 4 > Mods

    If your game is using the correct file path and it still does not see your CC, you could try this: With your Sims 4 game turned off, move your entire Mods folder to your desktop and rename it Mods_Backup. After you are done there should be no Mods folder in your Sims 4 folder. Then delete the localthumbcache.package file from your Sims 4 folder. Then restart your game and it should create a new Mods folder that is completely empty except for a Resource.cfg file (it will also auto-generate a new localthumbcache.package file). Exit your game again and put a few CC items from your Mods_Backup into the new Mods folder and then restart your game with a New Game to see if it's working now. If it's working properly you can add the rest of your CC a few files at a time & test each one to make sure it is working properly.
