Sims not feeding infants no cc or mod

Everytime I tell my sim to feed her starving child she just stands near the crying infant and stares at them until the action to feed the infant goes away. This happens for both parents and when I try to feed the infant from their end, nothing happens either. The only way I can feed the infants is by using the fill motive cheat which I don’t want to have to keep doing.
