Sims won’t try for baby

This is not a mod issue as I don’t have any. I play on PC. 
I have two sims who just will not woohoo/try for a baby or cuddle in bed. They won’t do these interactions anywhere. Not in a bed, not in a hot tub, shower, etc. I have tried everywhere. Nothing is blocking the bed, and other sims can woohoo/try for baby in the same places. 
They are both young adults, married to each other, full romance bars and able to get pregnant/impregnate. The option to try for baby/woohoo does come up, but as soon as I click it it just resets the sims and the little + heart comes up. So no one is refusing anything. 

I have played the sims 4 since release date and I know how it works, and there is no reason they should not be able to. I’ve tried on multiple lots and nothing works. 
I have tried repairing the game, and doing the troubleshooting thing by resetting the game to factory settings and adding in folders one by one and nothing is working. I am so frustrated and considering downloading mccc just so they can have a baby (not currently in my game!)
