Still Can't Save Lots to Library or Gallery

I have been playing Sims 4 since it came out.  I own most of the content (Expansion Packs, etc.).  I don't play with CC or Mods.  For the past month, I have difficulty saving certain lots to both the library and gallery.  I have tried to solve this issue by doing the following:

1. Repair game.
2. Empty cache.
3. Move tray and saves to new folder.
4. Reinstall game
5. Limit number of packs, etc. when building
6. Repairing the game again.
7. Restarting game
8. Checking firewall.

I am still having issues.  It doesn't happen to all my builds, just some.
