Technical Difficulties: Terrain Tools

Steps: How can we find the bug ourselves? Don't know. Try: PUtting terrain down, build the salvador fence, the change the terrain inside the fence. That's when everything inside the fence line vanished and became concrete for me. Only the border changes now.
What happens when the bug occurs? It won't change the terrain. I tried to put grass and stone down and it won't. Just leaves cement-looking pallet in place.
What do you expect to see? Grass. Stone. I expect to see changes in the terrain. ANY Terrain.
Have you installed any customization with the game, e.g. Custom Content or Mods? Never used.
Did this issue appear after a specific patch or change you made to your system? Neutral/Not Sure
Everything was fine today (April 3rd) when I started to play. I had stone terrain around the house and pool. I had grass terrain where the plants are so it looked like a green space for the garden. I then decided to add a fence and realized I had some items that might be in the way. I turned bb.moveobjects on and built the Salvadorian fence (in that blue color) around the border. I added gates for access (4, single entry). Then, I began moving things so they wouldn't be split by the fence and then turned bb.moveobjects off. Once done, I zoomed out and saw that my terrain was odd. It looked like a cement slab or something. Naturally, I went to terrain tools to fix it. Nothing happened. EXCEPT on the border outside the fence and in the front of the house. It's like the fence broke the terrain tools. So I removed the fence. I tried the terrain tools again and nothing changed. I could only change the border and the front area of the house. In the pic I've included, you see I put the fence back, trying to see what happened. I'm at a loss. I've never had this problem before.
I don't use mods, ever. No CC either.
I did look at previous posts, but none were recent and the fixes haven't worked for me.
It sounds like you inadvertently created a room when you installed the fence and the concrete area is a floor, not terrain. So try clicking on the concrete area and see if you get the option to delete it. You will probably have to replace what you had though since the floor tiles you had there will probably be gone.
