The label is wrong, the tutorial isn’t for Residential Rentals, it’s for the new getaways and custom venues that are part of Adventure Awaits. I got the pop-up the first time I had a Sim travel to Gibbi Point. Someone just forgot to write a new pop-up.

Weird I just got this pop up and I've had the rental pack since it came out. Thanks for explaining it.

@JonaO703 - Yeah, I didn't find that until later, and even in Settings it's not labelled as "onboarding". That was a bizarre choice of wording for the prompt pop-up.
@iamsweetmystery Hi! I just got this popup in my game and I also didn't know what it meant. When I google'd it, I found this thread. I agree with you that they should just call it a tutorial. It even shows up in the Tutorials & Tips menu of Game Options.
You can turn them off if you don't need them. At any rate, the "onboarding" term is definitely new to the game and rather confusing.I had to look it up as well. It is weird that they didn't just say, "Would you like a tutorial?".

@puzzlezaddict - Possibly. I had never heard of onboarding before. I'm disabled and unemployed and have been for a long time, and that's corporate terminology. I looked it up and it said it means training and orientation for a new employee. I suppose it's likely related to learning the new pack in some way. I do wish they had included something telling us what each option entailed. Like "selecting this will take you to X,Y,Z" or some such. Odd choice to call it onboarding. Why not just "would you like to start the tutorials" or something. Everyone understands what that means.
@iamsweetmystery That happened to me too, but that might be a glitch. I just closed the tutorial and moved on. Or clicking Yes might jump you directly into a tutorial rather than giving you the option to choose to learn more about one aspect or the other.

@puzzlezaddict - I'm not sure, because I selected "Not Right Now" and it still took me to the tutorial.
@iamsweetmystery It looks like tutorial for being a landlord or tenant.
