I think it's because I had to start a new save file after I claimed it -- Seasons was messing up my play too much.

Why do you need to select Venue Info? I finished the week 4 quests earlier today and I don't remember that being one of the tasks. If you're looking for the place to turn on Scare Seeker:
- Enter Build/Buy mode by pressing F2 or F3.
- Click on the Venue Info button next to the lot's name at the top left corner.
- Click on the Traits Panel button.
- Click on the Lot Challenges button, which looks like a gold trophy.
- Find the Scare Seeker button and click on it so it turns green.
- If you don't have the Scare Seeker button under lot challenges, check your Reaper's Rewards panel to make sure you've claimed it.

I have claimed the Scare Seeker lot challenge, but I don't have it as an option.

Yeah, seasons really complicates the gardening part of the event. I'm glad they gave us an option to just buy the Death Flower, since I sure didn't want to play all the way to winter. I'm using 4-week seasons and it's only the first week of summer. Of course, I'm even happier that the Sim I chose to play out the event has almost 3 million simoleons and can easily afford to just buy things!
