Why are stalls not auto manned on public lots?

This is a really good point. It constantly annoys me that when I create my own food court somewhere it isn't staffed.

I've redeveloped Newcrest with artisan stores and bars and food stalls but the stalls don't serve food unless the visiting Sim pays a fee and hires the staff.
