I've noticed that if you live on a business lot, you never receive bills. You get notifications of bills being delivered to your home lot, but these bills have no effect on your business. So, if you never pay them, you receive no negative punishments. You home lot will, but not the business lot. Is this a bug?

I do this all the time myself. I get an empty lot and just plunk a ' homeless ' sim down. I usually generate no bills but taxes while homeless, and they never do anything.
My sim usually is in a trash can living.. or a shelter or park bench. Nothing happens.
I ve never had a repo on trash items either... 😉
It's weird how they have no affect...
This homeless teen lives on a regular lot, and uses no ON THE GRID ( tho the lot is on grid ) herself, and even tho' bills are rarely a thing for her.. nothing happens.
GRANTED your discussing BIZ but it's not just biz that can skate around.
I am pretty sure it gets down to net worth.. I guess eventually they will take something from you for no bill payment if you ever land on your ' home ' lot LOL
Yeah I think this is just as intended. My Sims often live at their retail lots as second homes and creative spaces if they are crafting the items to sell. But I just catch up with the bills anytime as there's no power or water shut offs on the retail lot while they are staying there. So they're pretty blasé about those final warnings!
Personally I really wish my Sims banks offered Direct Debits/Auto pay!
