Using the CAS cheat in game also messes up if what they wear etc. is the correct Sim. If you have a hard time finding the right Sim, you can skip that day and go out on patrol, then go back to finding the suspect. But using CAS cheats in the game and or deleting Sims out of homeless list somehow messes up finding the right Sim. Don't ask me why it would be it does. Also, if you finish one case always delete your old clues before starting a new one.
I had this happen to me too. I wonder if I had somehow deleted the Sim- sometimes I will go in and delete elders or just Sims not in the world. I found my exact match except he was an Adult instead of YA and they said he was not the right person. I finally had to quit the job and go back in. It cleared the case so hopefully I will have better luck next time. I am not going to be deleting Sims in the future.
