In areas where the lakes and rivers freeze they'll cut a hole in the ice and people will jump in the freezing water and then get out right away. A lot of times it's part of a festival and/or an event being run for charity where you either pay to take the plunge or it a charity drive where you get donations from people you know to do the plunge.
They'll also sometimes do it in a more controlled environment like a pool or something but in WI where I'm from they did it the old fashioned way lol.
