-10.000 to 0 starting funds

since yesterday whenever i load in sims from the gallery or create a non-story sim and start a new game with them, or try to do "create household to move in" i get a starting fund ranging between -10.000 and 0 simoleons. I deleted all my CC, mods and anything else that could be a problem, even deleted options.ini but nothing seems to fix it. when i do a story sim i do get the 20.000 starting fund however, wich i used to get the household to move in and then i deleted the story sim. but even when i do that im unable to use any money cheats (motherlode, money, rosebud) and freerealestate also won't work for moving the sims in. when i go into build mode after i got the gallery/non-story sims moved in with the funds from the now removed story sim my funds also automatically get put on 0. so far the closest fix i had was the story sime and then using mccc to add money but it's quite a hassle every time i want to move a sim in somewhere.
